The Bahamas PBN Implementation Plan was initially completed and sent to the Civil Aviation Authority Bahamas (CAA-B) for final review and submission to ICAO for acceptance in May 2025. Comments were received and the plan was updated and signed by the Director of BANSA and resubmitted to CAA-B for endorsement and submission to ICAO. Once accepted by ICAO the PBN Implementation Plan will then be published on the ICAO Website and BANSA Airkives documentation portal. Implementation of the plan will be in three (3) phases beginning in Fiscal Year 2025/26 starting with near-term objectives.
Performance-Based Navigation (PBN) is a critical component of modernizing air navigation systems worldwide. It enables aircraft to navigate more accurately and efficiently, reducing reliance on ground-based navigation aids, and increasing airspace capacity. The International Civil Aviation Organization (ICAO) has developed PBN as a key initiative to enhance safety, reduce environmental impacts, and improve the efficiency of airspace management globally.
The Bahamas, as a member state of ICAO, is committed to implementing PBN to align with ICAO’s global air navigation plans (GANP). The implementation of PBN in the Bahamian airspace will help optimize air traffic operations, enhance safety, and reduce fuel consumption, particularly in the busy routes between North America, the Caribbean, and Latin America.
This plan is guided by:
- ICAO Assembly Resolution 37-11 (A37-11),
- The Global Air Navigation Plan (GANP),
- Harmonization with ICAO North American, Central American and Caribbean (NACC) development plans,
- Harmonization with the Caribbean and North Atlantic (CARANA) air navigation system,
- ICAO Doc. 9613, and
- Relevant Standards and Recommended Practices (SARP)s.
The PBN Implementation Plan is not stand-alone, but is one part of a broader plan for the development of aviation in the Bahamas. The primary driver for this plan is to maintain and increase safety and efficiency while meeting air traffic demand and capacity requirements.
