Our  Governance

BANSA’s corporate governance establishes the context within which the organization functions to deliver on its business and operational goals and objectives to the benefit of its stakeholders — the government, airspace users, and, ultimately, the people of The Bahamas.

The BANSA Board of Directors observes the principles of transparency, accountability, and effective oversight and management of risks and stakeholder relations. The Board works closely with the senior management team to ensure compliance with national policies and international standards and recommended practices.

Continuous Improvement BANSA’s 5-Year Strategic Plan sets a clear path for advancing air navigation services in The Bahamas. Developed in partnership with senior management and the Bahamas Air Traffic Controllers Union (BATCU), and approved by the Board in May 2022, the plan outlines six strategic pillars and 38 initiatives to enhance ANS service delivery, supported by a robust monitoring and evaluation framework.

Wendy  Craigg

Wendy Craigg

Chairman

Mrs. Wendy Craigg has had a distinguished career in the financial services sector as a central banker, joining the Central Bank of The Bahamas in 1978, being appointed Governor and serving as Chairman of the Board from 2005-2017. Mrs. Craigg currently serves as the economic advisor in the Ministry of Finance. She has published papers on economic issues and has served on numerous boards, in working groups, and on committees related to public sector administration, trade, monetary integration, fiscal policy, payments, and privatization. In recognition of her outstanding contribution to the financial services sector, Mrs. Craigg received the insignia of Commander of the Most Excellent Order of the British Empire (CBE) in 2009.

Larona  Butler

Mrs. Butler holds an Associate of Arts in Spanish and Tourism and a Bachelor of Science in Hospitality Management from the University of The Bahamas as well as an MBA from Nova Southeastern University in Florida, USA. She has also obtained a certificate in aviation law from the International Air Transportation Association in Montreal, Canada. Mrs. Butler is a former senior executive in the Ministry of Tourism’s Airport Reception and Human Resources Department. She is a private multi-engine pilot who has also worked in the aviation industry as a consultant in human resources and other aviation-related matters.

Mrs. Cheryse Bain is a certified public accountant with fifteen years of experience in external and internal auditing. Mrs. Bain obtained her CPA in 2008 after completing a Bachelor of Science in accounting from Benedict College in South Carolina, USA. Mrs. Bain currently works in the financial services sector as an internal audit manager.

Director

Mr. McFalloughn Bowleg is a licensed attorney with experience in commercial and general litigation, including matters involving contracts, banking, insolvency, fraud, personal injury, negligence, employment, and equitable claims. He holds an Associate of Arts Degree in Law and Criminal Justice from the University of The Bahamas, an LLB (with Honours) from the University of Buckingham, and a Certificate of Legal Education from the Eugene Dupuch Law School. He was called to the Bar of the Commonwealth of The Bahamas in 2018. Mr. Bowleg is currently employed as a civil litigator at one of The Bahamas’ leading law firms.

Mr. Lenn King has been instrumental in developing the Bahamas air navigation services industry since joining the Civil Aviation Department in 1977. In almost five decades of service, Mr. King has held several key leadership roles including Senior Air Traffic Control Officer, Operations Officer, Manager Air Traffic Operations and General Manager of the Bahamas Air Navigation Services Division (BANSD) under the Bahamas Civil Aviation Authority, the precursor to BANSA. In 2021, Mr. King was appointed as the first Director of the Bahamas Air Navigation Services Authority, leading BANSA’s transition to a self-sustained Government Business Enterprise. In 2023, Mr. King was recognized by the Department of Civil Aviation for his exemplary service during its inaugural Bahamas Aviation Week.

Bryan Wilson’s 45-year career in aviation, capped by six years in senior management at BANSA, reflects a legacy of innovation and leadership. A founding member and first president of the Bahamas Air Traffic Controllers Union, he was in the vanguard of the introduction of radar services in The Bahamas and helped orchestrate the transition to air traffic management, enhancing safety and operational excellence. His enduring commitment to mentorship and international collaboration continues to help shape the future of Bahamian aviation.

Earl A Rahming

Deputy Director, CNS

Earl Rahming serves as the Deputy Director of Communications, Navigation, and Surveillance (CNS) at the Bahamas Air Navigation Services Authority (BANSA). With over 35 years of experience, he oversees the installation and maintenance of critical Air Traffic Service equipment, including radar, navigational, and voice communication systems. Mr. Rahming holds a Bachelor’s degree in Electrical Engineering Technology and has completed FAA-certified training in Primary Surveillance Radar, VOR/DME, and ILS at the FAA Academy, along with specialized factory training in ATM MANAGAIR System, Radar and Voice Communication System at INDRA in Madrid Spain.

Rashad  Penn

Deputy Director, AIS

Rashad Penn serves as Deputy Director of the Aeronautical Information Services (AIS) office, bringing 25 years of experience in the aviation sector. He began his public service career in 1993 at the Cabinet Office before joining Air Traffic Services as a Flight Service Officer. Since transitioning to AIS in 2012, he has risen to senior leadership and played a key role in advancing the Bahamas’ ICAO-mandated transition from AIS to Aeronautical Information Management (AIM). Mr. Penn has contributed to several ICAO task forces, supporting the development of global AIM standards and regulatory frameworks.

Mr. Saunders began his aviation career in 1980 with the Civil Aviation Department and progressed through roles including Air Traffic Controller, Senior Controller, Operations Supervisor, and Manager of Standards and Procedures. In 2021, he was appointed Deputy Director of Airspace and Procedures. A lifelong learner, he enjoys coaching and playing volleyball, cabinetry, and scientific documentaries. He received his early education at Moss Town All-Age, Yellow Elder Primary, and T.G. Glover Primary, graduated from St. Augustine’s College in 1979 and attended the College of The Bahamas before joining the Department.

Deputy Director, Safety, Quality & Compliance

Ms. Maureen Gibson is one of The Bahamas’ most respected aviation professionals, with over 45 years of service dedicated to operational excellence, safety, and leadership. Beginning her career at the Civil Aviation Department, she advanced through every level of Air Traffic Control before transitioning into Safety Management Systems. As Deputy Director of Safety, Quality and Compliance at BANSA, she has been instrumental in building a culture of safety, quality, and accountability aligned with ICAO standards. Renowned for her calm authority and mentorship, Ms. Gibson continues to champion aviation safety and service excellence across The Bahamas.

Brucely  Cornish

Chief Financial Officer

Brucely O. Cornish is a seasoned financial executive with over 25 years of leadership in finance, accounting, and strategic management. As Chief Financial Officer of the Bahamas Air Navigation Services Authority (BANSA), he has strengthened the organization’s financial stability, implementing the Airspace Charging Scheme and a five-year capital and operational plan. His experience spans major resorts and corporations, where he led financial turnarounds and improved profitability. Brucely holds degrees from Nova Southeastern University and the College of The Bahamas and is recognized for his integrity, strategic insight, and commitment to sustainable growth in the aviation sector.

Ms. Ferguson joined the BANSA Executive Team in September 2022 as Deputy Director of Human Resources. With more than 30 years of HR experience, including 21 at the executive level, she has led HR strategy, policy development, talent management, and major organizational change initiatives. She brings strong expertise in union negotiations, senior-level relationship management, and coaching high-performing professionals. Ms. Ferguson holds a Bachelor’s Degree in Human Resources Management from Western New England University and a Master of Business degree from the University of Miami.

Legal Counsel

Keith joined the Bahamas Air Navigation Services Authority (BANSA) in August 2025 as Legal Counsel, bringing over a decade of private practice experience. He has represented clients in complex, high-value disputes before all Bahamian courts and the Privy Council in London. Keith also served as the Founding Deputy Chairman of the Aircraft Accident Investigation Authority (AAIA) Board. At BANSA, he provides comprehensive legal services supporting the Authority’s operations, offering advice to management and the Board of Directors, and representing BANSA in civil litigation and administrative proceedings.
